I believe it is supposed to go with the 6-31727 PWC #2291W Rio Grande Freight Set and the matching 6-24528 dummy A-unit.

Mountain's right. The PWC F-3s, with black trucks, were part of a PWC set (though a fair number of dealers broke the sets up - I got my engines separately from a dealer). An A and a B unit came in the set; a dummy A was available separately. The Legacy "B" unit goes with this PWC set, and so, together with the separate-sale dummy A unit, this will be an A-B-B-A.
The 21955 passenger set came with A-A engines, with silver trucks and an orangeish color scheme on the engines and the 4 cars. A dummy "B" unit (which is very scarce) was offered later, as was a 2-car add-on set.

Thanks Mountain & Breezinup. I completely forgot about that set & have the Passenger set from 2001. Sure glad I didn't order it.

Ya, all these new Legacy "B" units are made to be part of their respective PWC series, and not any others. At least with the paint job you'll have a silver- truck set of engines; mucho nicer looking than the black truck version, IMHO. Don't think any of the prototypes ever had black trucks, anyway.
