Anyone know if there's a way to wire this signal using insolated rails instead of TAD's?

Any help would be appreciated. Thanks

I would use a 12 or 24 VDC SPDT relay. Activate the coil by the outside isolated rail method powered by a separate transformer with a shared common or spare tap from the track transformer.

To expand on Dale's post: The black wires go to the layout's common return. Red wire goes to the normally open contact, the green to the normally closed contact. accessory power goes to the common contact of the relay. The coil is powered as Dale posted.

To activate the 1 over 1 signals in a prototypical fashion, the lower signal should be activated by an insulated section that is further up the track(the next block in the direction of travel)
