I seek a low cost tug boat and barge to sit in the East River below the Hell Gate Bridge. Where can I find one?

Bobby here's a good site for tugs. I've bought a few and they look great - not overpowering the scene. As far as barges are concerned I'm going to scratch build a coal and rail barge.

I would suggest you get on Ebay and search out one of the Lionel tugboats they made several years ago. A number of different ones appeared in several catalogs. Very nicely detailed, operating sounds and lights, etc.

Just be sure to ask the seller if it is intact and works before you bid on one!

I would buy a Walthers HO Tug and place it in the distance.
You could have a complete waterfront scene without taking up any room.

Suggest your local hobby shop if you wanna build/order a kit. I had found things on
eBay of all sorts, finally bought a finished' model'. On arrival said item appeared to
be built by a 9 or 10 grader in his her shop class. Got my money back thankfully.

There are sites, just do the googling.

ALso was ready to build from scratch, think i might still have the blueprings here, not sure.

What I did do was buy a SF Lionel tug like 3 yrs ago, sits in box yet. It was to be used in a seaside diamora adjacent directly to the layout, with a tug, RR float barge, etc.

You have a lot of options when it comes to tugboats and barges.

The Lionel tugboats of a few years ago are excellent if you want no effort waterline models.

If you build kits, Frenchman River Model Works (www.frenchmanriver.com) offers tugs and barges that are easy to build.

If you wish to go all out, check out Bluecoat models in Searsport, Maine. Their model of the Seguin is a very serious model in 1/48. Billings Models, a European company, also offers a craft level Tugboat.

I have yet to build my Seguin model, but a year or so ago I asked the owner of Bluecoat "How long will it take to build my kit? I've built dozens of O scale craft buildings.)

He said, 'About 350 Hours'.
