You may want to look for 1:43 or 1:32 slot car grand stands. They would be pretty close to baseball stands.

Different sport here, but the same idea. How about concrete stadium seating? Cut from ordinary pine lumber, and populated mainly by the inexpensive Homies brand of interesting figures. For baseball, just build two sections that meet at right angles behind home plate. Add a backstop using window screening glued to heavy wire supports.
