Not exactly. The TPC/Cab-2 will operate only the conventional features of a PS2 engine. It will not control any of the DCS features. For that you would need DCS.

Nope! conventional as well, It's always on unless you turn it "off". It reverts back to "on" the next time the layout is powered up.
