I recently purchased the Postwar Celebration Series Super O Steam Freight set (6-31739) from 2005, brand new purchase at a hobby shop. For some reason I can't get the whistle to work while using Legacy. Now, I gotta tell you the engine & tender did take a fall of my layout the 1st time I had it on the track (broke my heart but thats another story). BUT, everything works fine, all sounds, smoke unit and bell. PLUS I recently was playing around with the momentem control and set the momentem where I wanted it, pressed set and the whislte blew to confirm the setting? I am running it in Legacy mode not CAB 1 mode. What gives?! What am I missing/doing wrong? I'm pretty sure the fall did not damage any of the electronics because, like I said everything else is working fine, including the whisle signal for setting confirmation. Any help please. Thanks.

You must be in TMCC mode not Legacy. Legacy works only for Legacy locos. It is a whole different set of commands. TMCC mode should work. It would be in the info menu under type of command.
