I recall in the late 80's I watched a video of the restoration of the Penn K4 and I also recall that Doyle Mc Cormack of 4449 fame was there helping with the restoration.
If all this was done, why did the engine get pulled from service and has further work been done on it.
I watched the video on RFD tv this week and it is about this engine which put this question in my mind.

From what I've been able to glean, the original 1980's restoration was not done as well as it could have been. The engine then languished in a super slow-mo rebuild at Steamtown.

It is now back in pieces in Altoona. The good news is, it seems that in spite of dire predictions, they are working on her now more than they had in Scranton:
