Booyak---This is not a slam per se on Atlas but.....This past winter when my Atlas Commander on/off switch failed Atlas advised me to set the whole system aside in favor of equipment from other manufacturers. They themselves said that they stopped selling this equipment because They themselves didn't think it was very good. They gave me a list of things that they didn't like about their own product. They followed up by saying in effect that if I really wanted to replace the Commander they still had about 15 left on hand and would sell me one for $55.00. Atlas is to be commended for their honesty. If you have questions about Atlas DCC I suggest you contact them directly. Odd-d

Booyak,
Yes, it can be done. You can put a locomotive in total shutdown where it doesn't respond to any commands except the "wake up" command. Unfortunately, I am at work right now and I don't remember the procedure. I do remember that it isn't hard to do. I've done it myself a couple of times. Check your Atlas QSI manual. If no one chimes in with the answer I'll post it later tonight.
