Can anyone tell me how to wire a 67 Whistle controller? Thanks.

According to Lionel's 1937 Instruction manual wire the controller thusly;

Controller Terminal #1 connects to the "U" terminal of the transformer

Controller Terminal #2 connects to thr variable voltage terminal of the transformer.

Controller Terminal #3 connects to terminal #1 of the "Lockon"

Controller Terminal #4 connects to terminal #2 of the "Lockon"

Lionel also has a precautionary note: "In setting up a whistle outfit, avoid connecting any accessories to the track other than 99N and 82N. Any number of other accessories may be used, up to the limit of the transformer, by connecting directly to the transformer as shown in the direction sheet accompanying each accessory."
